The “low-carbon economy” has become the popular vocabulary in China’s local NPC &CPPCC. In the ongoing 3rd Session of Henan Eleventh National People’s Congress, Governor Guo Gengmao called for vigorously developing the circular economy, green economy and low-carbon economy and speeding up the construction of resource-saving and environment-friendly society in the Government Work Report for the first time.
