According to the data released by General Administration of Customs on January 28, in 2009, under the Mainland and Hong Kong Closer Economic Partnership Arrangement,the goods amounted to USD684m, and the tariff preferences reached RMB381m, up 12.04% and 9.52% respectively year-on-year; under the Mainland and Macau Closer Economic Partnership Arrangement, the goods amounted to RMB 4.121m, and the tariff preferences were RMB2.847m, increasing by 1.3 times and 2.2 times respectively year-on-year; the CEPA promoted the economic and trade development of the Hong Kong and Macao effectively. In 2009, in the context of the financial crisis, the Customs of the Mainland adopted measures to improve Hong Kong and Macao CEPA rules of origin under the consultation mechanism, reached 563 new standards of origin with Hong Kong and Macao, and actively cooperated with the implementation of zero tariff measures for products of Hong Kong and Macao. Meanwhile, the Customs of the Mainland continuously provided efficient and convenient customs clearance measures, created a good trading environment, coordinated with relevant departments of Hong Kong and Macao to carry out verification of the certificates of origin, classified consultation, business training and policy propaganda, ensured the correct and effective implementation of the CEPA, and enhanced the numerical values of beneficial imports steadily.
