1.Brief Introduction Yangshan Free Trade Port Area is the first free trade port area approved by the State Council and it is also the core project of shanghai international shipping center.It was officially put into operation on December 10,2005 and was planned to be completed by 2010. With a planned area of 8.14 km2,it comprises of Xiao Yangshan Port Operation Area,Luchaogang Supporting Area and Donghai Bridge connecting Yangshan Island and the main land.It is a trans-territorial area constructed jointly by Shanghai and Zhejiang Province with special function of uniform customs supervision and regulation. Yangshan Free Trade Port Area presents all the functions of the container hub port,free trade zone,export processing zone and free trade logistic park for the development of various business of international transfer,procurement and distribution,import & export trade,carrying trade,exhibition of duty free commodities and export processing,which is almost equal to a free port or free trade zone according to the international practice among the domestic hubs,ports and areas under special supervision. 2.Location Advantages The Xiaoyangshan Port Area,also the deep-water dock operation area is located in the county of Shengsi of Zhejiang Province,in the area of Qiqu Islands off the estuaries of Hangzhou Bay in East China Sea,28 km away from Luchaogang, Nanhui,and 104 km away from the international navigation line. The main land area is located in the surroundings of the landing point of Donghai Bridge in the Luchaogang area of Nanhui. Shanghai lies at the estuary of Yangtze River which is the junction of China east economic development belt and the Yangtze valley economic development belt.The construction of the container dock with Yangshan Deep Water Port as its core is the significant breakthrough of the construction of Shanghai international navigation center.The establishment of Shanghai's position as the significant international logistic hub and one of the logistic centers in Asia and pacific region will optimize the port structure in eastern coast and Yantze Triangle,forming the reasonable layout of major line ports,branch line ports and staging ports to connect the "Golden Water Passage"-Yangtze River with the world more conveniently.And as a result,the competitiveness of internationalized industries in Yantze Delta and Yangtze valley will be further improved. 3.Industries Yangshan Free Trade Port Area has the functions of a container hub dock,free trade zone,export processing zone and free trade logistic park. The area is for the development of industries and services such as value increase of container dock,import & export trade,export processing,bonded logistics,procurement and distribution and navigation market Key industries to be developed include: International transfer:businesses such as loading and unloading of containers, storage,international transfer of containers,separation and co-mingling of containers,transfer of domestic imports and exports and container multi-transportation: Procurement and distribution:businesses such as procurement of goods,warehousing,commercial processing,international distribution of goods and logistics services: Import & export trade and carrying trade:businesses such as import & export trade,carrying trade,transfer of commodities,transaction of commodities,exhibition of bonded commodities and respective technological services; Export processing: Businesses such as processing manufacture, re-manufacture,bonded maintenance and repair and the products R&D center. 4.Incentives There are policies of exemption of duty,tax and permits:for the import of construction materials,machinery,equipment for the construction of the enterprise production and management equipment and office equipment of reasonable quantity and the components for their maintenance and repair,fuel for production and equipment,duty and import tax are exempted.Raw materials,components,spare parts and packaging items imported for export processing,carrying goods and goods stored in bond are bonded.Imported goods are exempted of inspection of permits and of regulation of quota. Warehousing:There's no time limit for the bonded goods stored in the zone. Export processing:For products produced by the enterprises within the bonded area for the distribution within the area or export,the VAT on processing is exempted,for goods produced by the enterprises within the bonded area for distribution domestically,duty and VAT on the importation are levied according to the percentage of raw materials and spare parts from abroad contained in the product. Taxation:Entry of domestic goods equals export and tax refund is applied. Foreign Exchange Administration:The enterprises may open foreign exchange accounts for regular items and the special foreign exchange accounts for capital items,no foreign exchange verification and write-off is implemented and the enterprises may retain their foreign exchange income,and the foreign investors' profits,dividends,and interests may be remitted abroad. 5.Infrastructure The first phase of Yangshan Deep Water Port project was put into operation in December 2005.Five 70,000-100,000 tonnage berths for large containerships of the first phase have been built.The dock is 1600 meters long,and the land area is 1.53 sqkm,among which the piling area is 670,000 sq.m.18 container bridge cranes and 60 field tyre cranes have been installed. The Second phase was put into operation in December 2006.Four berths for large containerships have been built,the dock is 1400 meters long with a piling area of 530,000sqm,16 container bridge cranes have been installed,among which 13 40-inch double girder bridge cranes have been put into use for the first time.Starting at the land area of Yangshan Free Trade Port area,the East Sea Bridge runs over the wide sea at Hangzhou Bay to reach Xiaoyangshan Island;with a total length of 32.5km,it is the longest bridge over the sea in the world. There's convenient transportation network in the Free Trade Area and the surrounding areas. Waterway:The shuttle-bus-like container transportation system between the Free Trade Port Area and Waigaoqiao Port has been put into operation,and the inner river navigation system under planning will connect the inner river transportation network of the Yangtze River Delta; Railway:The lingang Section of Pudong Railway and the container railway marshalling stations have been built; Air:speedy access to Pudong International Airport through A2 and A30; Highway:A2,A30 and A20 connect the urban expressway network and the Yangtze River Delta trans-provincial highway network conveniently.
