Focus shall be on developing service industries like modern logistics, information service and creative industry thus accelerating developing special service industries, including accounting, auditing, law, consulting, evaluation, design, etc., and enhancing tourism and exhibition industry, trade circulation industry and real estate industry. Besides, international service outsourcing shall be actively developed by attracting a batch of world-famous transnational companies of the service industries, encouraging and supporting the reproduction of a batch of industrial and architectural enterprises groups into chief integrators and chief contractors. Policy guidance shall be enhanced as well to optimize pattern of the service industries. The dominance position and the gathering and radiation effects of modern service industry shall be further strengthened in the central urban areas by developing a batch of gathering areas of modern service industries of various characteristics.
