For the purpose of upgrading management and administration of Shanghai auto rental industry and optimizing its industrial structure through introduction of international auto rental experience, Shanghai Municipal Urban Communications Administration Bureau, under the approval of Shanghai Municipal Government, now authorizes Shanghai SITICO International Trading Co., Ltd (hereinafter referred to as “the Bidding Agent”) to carry out one-off open Request for Proposal for the Project of Admission of Foreign Investment(Including Taiwan, Hong Kong and Macau) into Shanghai Auto Rental Industry to invite the international investors, once awarded the contracts,  to set up the companies for the auto rental business. This Request for Proposal follows the procedures of open bid as reference, and the wording bid adopted in the relevant documents, notices, procedures and the like shall be interpreted as the wording proposal for request.

 

For the sake of fairness, impartiality and openness, this invitation for bids will be announced through such public media as www.chinabidding.com.cn.

1、 Bid Content

Successful bidders will be entitled to develop auto rental business in Shanghai in line with their allocated quota. Details will be specified in the bidding document.

 

2、Bids

Bid C, applicable to Hong Kong and Macau, is subdivided into Package C1 and Package C2, each package owning a quota of 50 automobiles. Bidder Qualification:

 

3、 Remark on the application and Bid Evaluation Method

3.1 The potential bidders who already applied for the fist time will be included automatically in the registration list unless they inform the Bidding Agent in writing to quit this project.

3.2 A bid evaluation committee will be set up for each bid, experts from which will grade bidding documents according to evaluation standards. The top two scorers in each bid will be awarded the contracts.

 

4、 Application and Prequalification

The Employer, after having received application documents from potential bidders, will examine their qualifications, and will only inform the eligible ones to purchase bidding documents.

4.1 Application Requirement

1) Bidders shall be corporations legally registered in countries or areas specified in bidding documents.

2) Bidders shall have been engaging in auto rental business for more than three years, boasting of good performance records and acknowledged business fame.

3) Bidders shall have solid financial strength, total assets being more than USD 10 million. Bidders shall also own adequate fund required for investment of a rental company in Shanghai. Bid C requires more than USD 2.5 million. 

 

4.2、 Potential bidders shall provide the following application documents—if prepared in languages other than Chinese, Chinese translation shall be provided at the same time and the Chinese version will prevail if any discrepancy between the two said versions arises:

1) Copies of enterprises’ registration certificate and of ID certificates of enterprises’ legal authorized representatives;

2) Certificate of Credit Status by banks;

3) Performance reports of auto rental business for the last three years;

4) Financial Statements for the last three years;

5) A statement showing that the bidder has not been involved in any lawsuit materially interfering with its business management.
