Shoichiro Toyoda, President of Japan-China Investment Promotion Organization at “2008 International Investment Forum” of the 12th CIFIT held in Xiamen on September 8 expressed that Japan will continue to expand investment in Chinese finance and service industries and stick to four key words, namely, “technology of energy saving and environmental protection”, “minor enterprises”, “rejuvenating central and western regions as well as northeast China” and “individual preferential policies”. Shoichiro Toyoda said “energy saving and environmental protection” has become the global common issue, and in China, “Energy saving and environmental protection” is not only listed as the important project at the government level but also at the work level, is being carried out orderly through such measures as upgrading equipment and implementing restriction standards of automobile exhaust emission. China and Japan have annually hosted the “Forum for Energy Saving and Environmental Protection” in turn since 2006, making the cooperation in the field carried out more specifically.
Shoichiro Toyoda added, environmental pollution was once the serious social problem during the Japanese economic high-speed growth period. Hence, Japan has many advanced technologies of environmental protection and accumulated rich experience in dealing with these problems. Japan-China Investment Promotion Organization will proactively support excellent enterprises in energy saving and environmental protection to invest and grow in China in the future.
“Minor enterprises” is another key words, added Shoichiro Toyoda, Japan has a total of nearly 4.21 million enterprises. Among them, large-sized enterprises are about 12,000 ones. However, there are actually 4.19 million minor enterprises, accounting for about 99.7%. Minor enterprises, especially those which own unique technologies, still have a strong desire of investment, so Japan-China Investment Promotion Organization will proactively guide Japanese minor enterprises having advanced technologies in energy saving and environmental protection to invest in China.
In addition, Shoichiro Toyoda said, in accordance with the strategic layout of “Rise of Central China”, China is proactively guiding foreign capital to flow to central China. With the purpose that China will guide enterprises to central and western regions as well as northeast China with development potential, it is necessary for China to make preferential policies with regional characters applying to minor enterprises, while the above-mentioned regions are proactively improving investment environment. Meanwhile, industrial parks and development zones convenient for minor enterprises should be built to establish an investment environment with appeal to minor enterprises which are lack of both experience and talents.
“2008 International Investment Forum” is one of the important activities of the 12th CIFIT, which was hosted by the MOFCOM, and launched its opening ceremony on September 8 in Xiamen.
