To intensify the accumulative effect of headquarters economy, Shanghai municipality recently released Regulations on Shanghai Municipality Encouraging Multinational Corporations to Establish Regional Headquarters. In future, provided that foreign enterprises set up regional headquarters in Shanghai, a series of preferential measures shall be enjoyed.
In compliance with new regulations, the newly registered investment and management companies qualified as regional headquarters shall gain financial aids in opening and renting based on relevant rules. Regional headquarters with comprehensive business functions such as business and management, money management, R&D, distributions, logistics and supportive service, making outstanding contributions to economic development and good effectiveness, shall be rewarded in accordance with relevant provisions. New regulations simplified entry and exit procedures of Shanghai regional headquarters’ staff.
