It was reported that from the beginning of this year, the whole city newly approved 33 “headquarter economy” foreign-invested enterprises consisting of 17 regional headquarters of multinational corporations, 6 investment corporations and 10 R&D centers. Up to now, Shanghai has accumulatively approved and qualified 626 “headquarter economy” foreign-invested enterprises, including 201 regional headquarters of multinational corporations, 171 investment companies and 254 R&D centers. Shanghai has become the city of attracting the most “headquarter economy” foreign-invested enterprises apart from Hong Kong.
Relevant departments of Shanghai municipality are revising a series of policies and regulations on encouraging establishment of regional headquarters of foreign multinational corporations, investment companies and foreign-invested R&D centers, which will be officially announced soon. The newly revised policies and regulations will further soften the access terms of investment settlement of “headquarter economy” foreign-invested enterprises, endow more preferential policies, build more perfect investment environment and further encourage “headquarter economy” foreign-investment enterprises to increase functions and uplift quality.
