Shanghai Municipal People’s Government puts great emphasis on IPR development and protection, continuously improves IPR system and strengthens law enforcement of IPR. In 2006, Shanghai government acted in line with unified plans of the State Council, elaborated and implemented “Shanghai Intellectual Property Right Strategic Program (2004-2010)”. In the same year, the government formally promulgated “Auxiliary Policies for Implementation of ‘Shanghai Medium and Long Term Scientific and Technological Development Planning Program (2006 - 2010)’” established  by Shanghai Development & Reform Commission, Shanghai Science and Technology Commission and Intellectual Property Right Bureau etc. In July of 2006, Shanghai government formulated “Shanghai IPR Protection Action Program (2006-2007)”.

Shanghai set up IPR Protection Informant & Complaint Service Centre, opening up hotline 12312 and established Shanghai Branch Station of China IPR Protection Web.

In 2006, Shanghai Intellectual Property Right Bureau cooperated with America Education Fund and elected 18 students for 20-day IPR training in the US.

 At the end of 2006, Shanghai IPR Joint Conference Office organized representatives of the National People' Congress, members of the National Committee of CPPCC, representatives of enterprises, industries and foreign invested enterprises as well as experts & scholars to form an evaluation team, so as to evaluate performances of government departments in their implementation of IPR strategic program as well as promotion of IPR development and protection. The evaluation team held that “Related departments have by and large finished tasks regulated in ‘2006 Promotion Plan’, accumulated many experiences and achieved obvious progress”.
