(1) A government which is committed to service, accountability and rule of law will gradually be built, so that the governments at various levels in Shanghai may proceed from the platform of leadership to the platform of service, from the platform of diligent administration to the platform of efficiency and from the platform of policy-making to the platform of law.
(2) A credit system of individuals and enterprises is being built. In 1999, Shanghai established the first credit information collection system of individuals in China-Shanghai Credit Information Collection System of Individuals, providing credit information inquiry data-base and inquiry site.
(3) The environment of various categories of service for foreign investors will be improved. Government will be separated from business and public service institutions, and regulation from operation. Handling of business will be accelerated. Most of the district governments have started "One Door" or "One Office" service for investors. The examination and approval procedures reform will be accelerated, examination and approval items will be cancelled or adjusted in accordance with law, unjustified charges will be cancelled and charges will be standardized to reduce business cost.
(4) The social security system will be perfected. In nearly twenty years, Shanghai introduced and perfected in succession social security systems of various categories, covering the city, villages, migrant workers and businessmen. By referring to international administrative experience, Shanghai is striving to balance the social security level with the social development and meet different requirements for social security.
(5) The macro-economic control and guidance will be exercised in terms of labor cost. The Municipal Social Security Bureau issues the latest price guidelines for graduates of different categories every year, and the labor market is standardized.
