Shanghai Municipal Government has planned to build Lingang New City in Nanhui District, Shanghai, separated only by a bridge from Yangshan Deepwater Port. It is one of the six major industrial bases and three new cities which Shanghai will build as key projects in the 11th Five-Year Plan period.
The planned area of Lingang New City is 297 sq.km. with a planned 830 thousand population. The development and construction of Lingang New City is a key shining point in the urban development of Shanghai in the 21st century. Lingang New City will have five coordinated functional parts: the main city area, heavy equipment industrial area, logistic park, main industrial area and comprehensive area (Refer to Drawing 12-2   Simulative Drawing of the planned Main City Area of Lingang New City).

(1) Main city area. The planned area is 74 sq.km. with 450 thousand population.
(2) Heavy equipment industrial area. With a planned area of 65 sq.km., it will introduce from outside and develop manufacturing projects of most advanced assembled and complete sets of special purpose heavy-duty equipment, and focus on building five major industries of heavy-duty equipment, marine accssesory equipment, complete cars and parts and components, modern logistic equipment and railed transport equipment to form a comprehensive production system with advanced equipment manufacturing industries at the core.
(3)  Bonded Port and Logistic Park. The Port Bonded Area and non-bonded logistic park will have a planned area of 18.7 sq.km.. The non-bonded logistic park will introduce into the park third-party logistic enterprises and shipping service enterprises, develop specialized operation centers of water transfer, railway transfer, etc., and form a concentration and distribution center of multi-modal combined transportation such as sea and railway combined transportation, water-water transfer, etc..
(4)  Main Industrial Area. With a planned area 101.6 sq.km., it will be a development zone of comprehensive eco-friendly industries. It will mainly introduce into the area, and develop precision manufacturing and advanced manufacturing industries of aeronautical parts and components, integrated systems of optics, instruments and electronics, micro-electronic equipment, electronic car equipment, etc..
(5)  Comprehensive area. With a planned area 42.1 sq.km., it will be a comprehensive functional area mainly of hi-tech metropolitan industries, education research and development, tourism and leisure, relaxation and residence and commercial services, and mainly of urban ecological construction.
