Shanghai will encourage foreign-invested enterprises to participate in the building of the city's innovation system, raising the internationalization level of scientific and technical innovation, and continue to draw foreign-invested R & D, design and engineering service institutions into Shanghai.
The field of key development industries and newly emerging industries of Shanghai will attract transnational enterprises who intend to establish or establish cooperatively R & D centers, labs, training centers, and technical service centers. Shanghai will strengthen its information exchanges and contacts with foreign-invested R & D institutions by establishing long-term contact mechanism.
Shanghai will encourage wide-range academic exchanges and cooperative scientific research of foreign-invested R & D institutions with local universities, research institutions and enterprises and joint participation in research and development of government projects, and promote their merging into the innovation system of Shanghai. Shanghai will encourage the establishment of R & D centers or R & D funds jointly with scientific research institutions, institutions of higher learning and enterprises to carry out research projects of common interest. Shanghai will encourage the participation of foreign-invested R & D institutions in the construction of R & D public service platform and in further expansion of cooperation with the local units of Shanghai with the platform as the link.
Shanghai will continue to improve its work of drawing foreign investment by making a good job of recognition of the regional head-offices of transnational companies with R & D functions and of recognition of the technology-intensive and knowledge-intensive foreign-invested enterprises. |
