1) Before enterprises apply for the approval of contracts of entrustment, contractors should be asked to apply for qualification licenses of design and construction to Shanghai Management Office of Construction;

2) The approval of contracts of entrustment.    

3) Registration in administrations of industry and commerce;

4) Registration in taxation administrations;

5) Registration in administrations of foreign exchange.

2. Documents Required for the Examination and Approval for Contracts of Overseas Design and Construction Entrusted by Foreign-Invested Enterprises

Required documents:

1) Enterprises fill in Application Form for Overseas Design and Construction Entrusted by Shanghai Foreign-Invested Enterprises (downloading available)

2) Certificates of approval and business licenses of foreign-invested enterprises;

3) Certificates of starting of contractors;

4) Licenses of construction and planning;

5) Approval for constructive land;

6) Contracts of entrustment (if they are foreign language version, a Chinese version should be provided);

7) Enterprises apply for the approval of contracts of entrustment to original examining and approving organs after the above-mentioned documents are prepared. ( for enterprises of the city, Shanghai Foreign Economic Relation & Trade Commission will entrust Shanghai Association of Enterprises with Foreign Investment)
