I. Principles on Examination and Approval

"Promoting Export by Import": indicates that “export-oriented foreign-invested enterprises” or foreign-invested enterprises whose import of products obviously promote export of self-made products, approved by the examination authority and passed the annual inspection, directly import from overseas and sell partial advanced technology products of their foreign parent companies or their affiliated companies. At the same time, the enterprises pledge in the written form to expand exportation under the help of their foreign parent companies.

"Promoting Production by Import" indicates that foreign-invested enterprises under the encouraged category listed in "Catalogue for the Guidance of Foreign Investment Industries" approved by Shanghai Foreign Investment Commission directly import from their overseas foreign parent companies high-tech products to be produced by the applicant enterprises and to be sold for trial in the domestic market, aiming at laying a foundation for the applicant enterprises to put into production and reach production capability early.

II. Promoting Export by Import

Required documents:

1. Application Form (including reasons for application, applicant’s export status, quantity and value of products applied for import in the current year, measures on expansion of product exportation and so on);

2. Import & Export Commodities Catalogue (including trade name, specification, quantity, value, customs tariff number and so on);

3. The pledge form on expansion of product exportation (signed by the legal person representative and stamped with the enterprise seal);

4. The recent audit reports on financial statement (Duplicate);

5. The recent special audit report on foreign exchange (Duplicate);

6.The "export enterprises" should provide "Certificate of export enterprises with foreign investment" which passed the annual inspection (Duplicate);

7. Certificate of Approval for Establishment of Enterprises with Foreign Investment in P.R. China (Duplicate);

8. Proof materials passed the annual examination (Duplicate of the business license with the annual inspection mark);

9. Capital verification report (Duplicate).

III. “Promoting Production by Import”

Required documents:

1. Application Form (including reasons for application, project preparation status, quantity and value of products applied for import and so on);

2. Import & Export Commodities Catalogue (including trade name, specification, quantity, value, customs tariff number and so on);

3. The feasibility research on project set-up or capital increase (Duplicate);

4. Approval and reply of the approving authority on capital increase (Duplicate);

5. Affirmation form on foreign-invested products encouraged by the State;

6. Plans in project completion and putting into production;

7. Certificate of Approval for Establishment of Enterprises with Foreign Investment in P.R. China (Duplicate);

8. Proof materials passed the annual examination (Duplicate of the business license with the annual inspection mark);

9. Capital verification report (Duplicate).
