1. Importing General Quota Commodities and Quota Electromechanical Products

Required documents

1) Before October every year, enterprises should submit their import schemes to original examining and approving organs, which will be submitted to Ministry of Commerce after being collected by Shanghai Foreign Economic Relation & Trade Commission.

2) Shanghai Foreign Economic Relation & Trade Commission allocate schemes set by MOC to applying enterprises according to facts.,

3) Applying enterprises handle import quota certificates and import licenses within the range of approved import quota.

a) Provide documents of import contracts, consignment invoices and advice notes of arrival of Commodities;

b) Fill in Application From for Foreign-Funded Companies to Import Commodities.

Get Certificate of Import Quota for Foreign–Funded Companies after the approval of examining and approving organs.

4) Based on the above-mentioned Certificate of Quota or Certificate of Registration, applying enterprisers apply for import licenses in local commissioner’s offices of MOC or handle declaration formalities of import in customs offices.

2. Importing Quota-Free Licensed Commodities

When enterprises apply for importing precursor chemicals, enterprises should apply to examining and approving organs, and submit the application to MOC after getting the first approval.

1) Applications of enterprises for importing precursor chemicals (original copy);

2) Explanative documents of means of supervision and administration, and letters of guarantee on no transfer (original copy);

3) Valid import contracts signed with foreign clients (original copy);

4) Documents of approval, certificates of approval and business licenses, as well as contracts for joint operation or articles of association and reports of capital verification;

5) First Examination Form for Foreign-funded Enterprises to Import Precursor Chemicals

6) Application Form for Importing Precursor Chemicals
