1)      Investors shall submit related application documents to the people’s governments and administrative committees of districts and counties or Shanghai Foreign Investment Commission (hereinafter referred to as examination and approval authorities) according to the total investment and the character of projects.

2)      Examination and approval authorities shall examine and approve the documents in accordance with their power and the guidance for foreign-invested industries, and issue Approval Certificate for Foreign-Funded Enterprise to approved enterprises.

3)      Investors shall apply to administrations for industry and commerce for registration with approval replies for establishment issued by examination and approval authorities and the Approval Certificate for Foreign-Funded Enterprise.

4)      Foreign investors shall consign a consultation agency to handle application procedures pursuant to Ordinance on Examination and Approval for Shanghai Foreign-Funded Enterprises. Application procedures shall be referred to that of joint ventures or cooperative enterprises on the determination and establishment of projects.
