Where shall the application for the qualification of “product-exporting or tech-advancing enterprise” be submitted?

For a foreign–invested enterprise intending to apply for the qualification of “product-exporting enterprise”, if it is under a district- or county-level administration, the application shall be submitted to the District or Count Foreign Economic Relationship and Trade Commission, and the qualification shall be confirmed by the commission. If it is not under a district- or county-level administration, the application shall be submitted to Shanghai Foreign-invested Enterprises Association, and the qualification shall be confirmed by the association. The foreign–invested enterprise intending to apply for the qualification of “tech-advancing enterprise” shall submit its application to Shanghai Foreign-invested Enterprises Association. The latter will organize a specialist team for appraisal, and then report the Municipal Foreign Investment Commission for confirmation (If it is under a district- or county-level administration, its application will be reported to the Municipal Foreign-invested Enterprises Association after initial examination of the District or County Foreign-invested Enterprises Association is completed).
