What regulations does this country have in the matter of the rate of the registered capital in the total investment in a foreign-invested enterprise?

The State Administration for Industry and Commerce has the regulations on the rate of the registered capital in the total investment in a foreign-invested enterprise as the follows:
(1) For the Sino-foreign jointures with a total investment of USD3 million and below, their registered capitals shall be 70% of the total investment at least.
(2) For the Sino-foreign jointures with a total investment between USD3 million and USD10 million (inclusive of USD10 million), their registered capitals shall be 50% of the total investment at least. Of them, for those with a total investment below USD4.2 million, their registered capitals shall not be less than USD2.1 million.
(3) For the Sino-foreign jointures with a total investment between USD10 and 30 million, their registered capitals shall be 40% of the total investment at least. Of them, for those with a total investment below USD12.5 million, their registered capitals shall not be less than USD5 million.
(4) For the Sino-foreign jointures with a total investment over USD30 million, their registered capitals shall be 1/3 of the total investment at least. Of them, for those with a total investment below USD36 million, their registered capitals shall not be less than USD12 million.
