Nanhui District is one of the nineteen administrative regions of Shanghai and its name is derived from the fact that the water of the Yangtze River runs to the south because of sea tide and meets with Qiantang River. In the northeast of Nanhui District, there is the Pudong International Airport, which has an annual volume of passenger traffic of 20,000,000 person-times and a cargo mail handling capacity of 500,000 tons. There is a 4,000 meters long main runway and a terminal building of about 250,000 square meters within the airport. The Phase Ⅱ Project that is under construction will be put into use at the end of 2005 and four runways are planned to be built up gradually to reach the goal of a volume of passenger traffic of 80,000,000 person-times and an annual cargo mail handling capacity of 5,000,000 tons, which makes the airport become the key international airport in Asian-Pacific region. In the southeast of Nanhui District, there is the Yangshan International Deepwater Harbor, the key international harbor, and in the PhaseⅠProject, 5 deepwater berths with an annual handling capacity of 2,200,000 standard containers will be built up in Xiaoyangshan and put into use at the end of 2005. The whole project will be completed in 2020, and at that time, the ships with the fifth and sixth generation containers can berth there and a large international container harbor with an annual handling capacity of 20,000,000 standard containers and more than 50 deepwater berths will be formed, which makes Yangshan International Deepwater Harbor become the shipping center of Asian-Pacific region. The Harbor connects with Lin’gang New City in Nanhui District by the East China Sea Bridge of 32 kilometers long and 31.5 kilometers wide, while Lin’gang New city, as a supporting land region, is the center of developing equipment manufacturing industry, modern logistics industry and advanced manufacturing industry, and will finally become an important supporting city with a population of 800,000 of Shanghai.

The construction of “two ports and one city (Pudong International Airport, Yangshan International Deepwater Harbor and Lingang New City)” makes Nanhui District become an important region of realizing national important development strategies and reflecting “one leading part and four cores” function of Shanghai and a symbolic area of Shanghai as an international shipping center. In southeast of Nanhui is the international shipping centre Asia-Pacific -- Shanghai Yangshan International Deepwater Harbor. With the approval of State Department of China this Harbor is now a bonded one. By the end of 2005, 5 berths with a throughput totaled 2.2 million TEUS will be put into operation. By 2020, Yangshan Deep Water Harbor will be built into a super container port with over 50 berths and a total throughput of more than 20 million TEUS.

With a planned area of 15 km², Lin Gang Logistics Zone includes two parts: modern logistics zone and bonded harbor.

Authorized by State Council, Yangshan Bonded Harbor Zone is the first bonded harbor zone in our country. The bonded harbor zone covers an area of 8.14 km² and includes three parts: Small Yangshan Harbor Area in plan, Donghai Bridge and special areas which is combined to the bridge. Thereinto, Small Yangshan Harbor Area covers an area of 2.14 km²; the combined area is within Shanghai Nanhui Luchao Harbor and covers an area of 6 km².

As the first bonded harbor zone, the logistic function and the special policies of Yangshan Bonded Harbor Zone are coalescent perfectly. Taking international trade as leading guidance and logistics as basic, this harbor zone has comprehensive functions like unloading transportation, bonded stores, exportation processing, international trade etc.

Yangshan Bonded Harbor Zone will be controlled obturated with isolation establishments both in harbor zone and on combined area. Besides, this harbor zone enjoys related revenue and foreign exchange policies which carry out in bonded zones and exportation processing areas.

Traffic in Nanhui is very convenient. Now, in the district, the daily water-supply capacity reaches 1,000,000 tons and the electricity-supply is rich thanks to 4 transformer substations with a capacity of 220KV, two transformer substations with a capacity of 110KV and 11 transformer substations with a capacity of 35KV. Shanghai East China Sea Oil and Gas Field, with 1 natural gas processing factory and 2 natural gas pipes, is located in Nanhui District. The sewer pipe goes through all industrial zones in this district and the daily sewage processing capacity reaches more than 30,000 tons. Along with the application of the PhaseⅠof Yangshan Deepwater Harbor Project, Nanhui District will improve its infrastructure by strengthening the construction of supporting facilities further including 1 transformer substation with a capacity of 500KV, 18 transformer substations with a capacity of 220KV, 2 water factories and 2 sewage processing factories. Of course, such facilities as gas, communication and postal service will also be planned systematically.

The foreign-invested enterprises which are located in Kangqiao Industrial Zone can enjoy all the preferential policies of Pudong New Area.

Over 1200 approved foreign-invested enterprises from more than 50 countries and regions, involving 3.5 billion USD of contracted foreign capital have located in Nanhui by August 2005. 14 out of FORTUNE Global 500 companies have presence, for example: manufacture bases of Shanghai Encheng Fashion Co., Ltd., Shanghai Henkel Teroson Adhesives & Coatings Co., Ltd., Broken Hill Steel Construction Products (Shanghai) Co., Ltd., Toppan Printing (Shanghai) Co., Ltd., Schneider Shanghai Power Distribution Electrical Apparatus Co.
