l Introduction Brief introduction of Qingpu District Geographical location: Qingpu District lies in the west suburb of Shanghai, lower reaches of Taihu Lake and upper reaches of Huangpu river. It adjoins Minhang District in the east, borders on Songjiang District, Jinshan District and Jiashan County of Zhejiang Province in the south, joins the two cities of Wujiang and Kunshan of Jiangsu Province in the west, and connects with Jiading District in the north. The urban area of Qingpu Distrcit is 40 km away from People’s Square in downtown and 25 km away from Shanghai Hongqiao International Airport. 
Administrative divisions: Qingpu District administers one municipal industrial zone – Qingpu Industrial Zone; eight towns – Xujing town, Zhaoxiang town, Huaxin town, Zhonggu town, Baihe town, Zhujiajiao town, Liantang town, and Jinze town; and three sub-district offices – Xiayang street, Yingpu street and Xianghuaqiao street. Climate: Located in Yangtze river delta, Qingpu District has a subtropical climate with maritime monsoon. The southeast wind is prevailing wind of the year. The climate is mild. There is sufficient sunshine and enough rains in the four clearly separated seasons. The annual fall there is 1056 mm, frost-free period lasts 247 days, and the average temperature is 15.5°C. Sunshine: 1960.7 hours per year; relative humidity: 82% per year; average air pressure per year: 1015.4hpa; yearly average wind speed: 3.0m/s; hydrology: average high water level: 2.71m, average low water level: 2.58m. Population: At the end of 2004, the registered residents of the district amounted to 456,000, and the households totaled 150,000 with 3 persons each on average. The peasant population was 226,000, while the urban population amounted to 230,000. With the aging of the population, the population over 60 years old accounted for 18.2%. The average life span of the residents was expected to reach 80.31 years old in 2004, in which the male was 78.05, and the female was 82.52 in 2004. Terrain: Qingpu shapes like a flying butterfly with broad wing areas in the east and west but narrow area in the center. Topography: With smooth terrain and crisscrossed rivers, the topography of the district features the boggy plain of ancient Taihu Lake basin of Yangtze river delta. The altitude is between 2.8 and 4.8m. The middle and south parts is relatively low, compared with two sides of Wusong river in north and Dianshan Lake in the west. There are a group of lakes and marshes in Liuhe area in the southwest. Size: The area of Qingpu District totals 669.7 sq.km, accounting for 10% of Shanghai. Dianshan Lake, the largest freshwater lake in Shanghai is under the jurisdiction of Qingpu. Dianshan Lake lies across Qingpu district and Kunshan city, and has total area of 62 sq.km, in which 46.7 sq.km are within Qingpu, accounting for 75.4% of the lake. Water resource: Owing to the features of the tide-affected plain area, the rivers within Qingpu district are influenced by the tides of Huangpu river in the lower reaches, receive the water from Zhengjiang and Jiangsu provinces in the upper reaches, finally flow into the sea through Huangpu river. Belonged to the water system of Huangpu river, the water area of Qingpu amounts to 149.1 sq.km, accounting for 22.3% of the total area of Qingpu. There are 1817 rivers in the district with total length of 2155 km; and 21 lakes with area amounted to 59.3 sq.km. Brief introduction of Qingpu Industrial Zone Shanghai Qingpu Industrial Zone, founded in November 1995, is one of the municipal industrial development zones with total area of 53.27 sq.km in general layout. The ecological environment and infrastructure, inclusive of streets, water supply, power supply, industrial gas supply, communication, central heating supply, and sewage and rain disposal have met international standard. “Historical culture” of long time and rich “water culture”: Qingpu has a long history. As early as 6000 years ago, the ancestors had worked and lived in the land from generation to generation. The villages of Neolithic Period, which are named “Songze culture” by the State Council is the best evidence. There remains prehistory culture over 4000 years ago and human relics in Fuquanshan, Liuxia and Lingjiajiao, etc. According to the record in writing, early in Eastern Jin dynasty, the riversides of Qinglong river in the northeast of Qingpu is the key frontier defence place for coastal areas. “Hudu village” in Baihe town is established on the relic of “Hudu base” of signal fire alarming station in Jin dynasty. Thereby, it is quite possible that the shortened name of Shanghai is from “Hudu base” by the riverside of Qinglong river. “Qinglong town”, established here in Yaobao reign of Tang dynasty, was the largest market town and external trade port in Yangtze river delta area at that time according to historic book. The famous calligraphist of former Song dynasty – “Mi Fu” had taken the office of governor of Qinglong town. Qingpu, famous at home and abroad for rich old culture is the rootage of Shanghainese. Qingpu is a typical water region in the south of Yangtze river, with water surface accounting for 1/5 of the total area of the county. The title of pearl in water region belongs to Dianshan Lake, which is 9 km long and 18 km wide from south to north. With perimeter of 32 km, and area of 62 sq.km, Dianshan Lake was named Xueding Lake in old times, and renamed “DianshanLake” in late Song dynasty. Dianshan Lake has been a renowned lake from the old time. Within a radius of 80 li in the area of the lake, the lake water receives water from Taihu Lake and flows into the sea through Wusong River, bringing affluence to the surroundings. Being the largest natural lakes in Shanghai, it is famed as “oriental Lake Geneva”. In addition, many lakes are star-studded, and connected with each other. Looking broadly, the water and sky merge in one color with a wide expanse of mist-covered water. With the old towns and water regions shine upon each other, the scenery of “villages and towns are surrounded by waters and a large number of bridges lie across the clear water” is unfolded before you. Full of taste of water region in the south of Yangtze river, Qingpu is studded with towers of Tang dynasty, bridges of Song dynasty, temples of Ming dynasty and towns of Ming and Qing dynasty. Clean water, spotted sail shadow and dim fishermen’ song will bring you to the fairyland. According to the ancients, “a place will become beautiful thanks to its water”; while Qingpu absorbed the eyeballs of the people by virtue of its abundant water region culture. Literators and scholars of the past dynasties have written poems and articles for Qingpu, inclusive Bai Juyi, Su Dongpo, Si Maguang, Xu Xiake and Gong Zizhen. Ying Xi, the poet of Song dynasty once wrote, “Compared with others, the place is outstanding in terms of talents and beautiful sceneries”. Comprehensive strength In 2004, the whole district registered the added value of RMB25.89 billion, with a year-on-year increase of 20.1% in terms of comparable price. The district realized gross value of industrial output (present value) of RMB70.4 billion, up 22.2% compared with the previous year. The gross value of agricultural value (present value) was RMB2.94 billion, with a decrease of 2.4% on year-on-year basis. Climbing by 30.9% compared with the previous year, the financial revenue of the district recorded RMB6.89 billion, in which the local financial revenue is RMB3.74 billion, up 62.2%. In addition, the district achieved fixed assets of RMB15.44 billion, Retail sales of social consumer products of RMB8.58 billion, and absorbed investment of RMB2.07 billion, with increases of 22.3%, 19.1% and 30.5% respectively. The contractual foreign investment absorbed was RMB0.98 billion, with a decrease of 18.8%. The foreign currency owned by exporting amounted to US$2.56 billion, with a year-on-year increase of 35.8%. In 2004, the three industries developed harmoniously, and the proportion of them changed from 4.7: 61.8: 33.5 to 3.7: 62.1: 34.2. The proportion of the third industry broke through 34% for the first time, reflecting that the urbanization pace of Qingpu accelerated and Qingpu moved into the new phase of harmonious development between industrialization and urbanization. l Industrial Features Industry: Since the adoption of the reform and opening policy, Qingpu District has made great achievements in industrial development. In 2004, Qingpu played host to 2.8 million person-time and registered tourism revenue of RMB800 million. With the further improvement of industrial system, there are now in the district 21 domestic travel agencies, 3 international travel business departments, 14 star-rated hotels, inclusive of 6 3-star and 8 2-star ones, and 3 AAAA-grade tourist areas (spots). The development of the tourism in Qingpu District has not only directly expedited the economic development of the scenic area of Dianshan Lake but also vigorously brought about the development of related industries in terms of transportation, commerce and catering etc. Modern Commerce and Trade Industry Since the reform and opening-up,especially 1990s, Qingpu has adhered to the harmonious developing policy of “two, three, one”, and the principle of “high level for the second industry, special features for the third industry and excellent quality for the first industry. With the national economy and social development in Qingpu District coming into a stable period, its industrial structure has been upgraded and optimized gradually, and its comprehensive competence has been improved substantially. At the end of 2004, the proportion of the first, second and third industry structures was 3.7:62.1:34.2. Among the industries, commerce and trade industry still kept a stable, healthy and rapid developing trend based on a long time development with high speed. Total retail sales of consumer goods in the whole district totaled RMB8.58 billion. Large-scale supermarkets like Century Lianhua Supermarket, Nong Gongshang Supermarket and Yongle Home Appliance all made striking progresses, thereby injecting new energies to the district. At present, the general developing environment for the commerce and trade industry in Qingpu District is quite promising. In addition, Qingpu District is acclimating itself to the urbanization process of Shanghai suburb and seizing the historic opportunity of hosting expo in Shanghai. It is engaged in integrating resources, improving functions, and constructing five comprehensive systems with special characteristics, clear levels, and reasonable structures. The systems consist of four new commercial suites along expressways, modern commerce and trade center of Qingpu downtown, commercial living center in modern towns, commercial area integrated with industrial zones and residential communities, and large-scale commerce and trade market and storage logistics bases. Ocean Transportation: Qingpu is only 45km away form Shanghai Port and about 50km from Shanghai Container Wharf. Goods containers can be exported directly. Water Transportation: Dianpu River, Maojing River, Taipu River, and Shangda River flow east-west while Xi Daying River, Dong Daying River, Youdun Harbor flow north-south. All of them are navigation channels above Class 6. Water supply: The number of running water plants in Qingpu District reached 14 with an overall capacity of 460 thousand tons per day, supplying water of 110.26 million tons per year. The rate of access to tap water in all urban and rural areas is 100%, and qualified rate of water quality is above 99%. Power Supply: There are 3 substations/6 sets of 110kv with a capacity of 378 mega-volt-ampere, and 20 substations/41 sets of 35kv with a capacity of 650 mega-volt-amperes. Also the district has 67.4km 110kv high-tension lines, 363.2km 35kv high-tension lines, 1696.1km 10kv high-tension lines, and 4542.3km 0.38kv low-tension lines. The number of transformers altogether records 4810 substations/5051 sets with a capacity of 1422.9 mega-volt-amperes. In 2002 the amount of electrical consumers registered 242 thousand, installed capacity reached 1,827 thousand kW, and the amount of selling electricity was 1.84 billion kWh. Gas supply: The artificial gas storage of the whole district reached 2200 tons, gas pipe length 140.7 km, coal gas volume 5,450 thousand cubic meters and the number of gas consumers 32212. The supply of LPG totaled 13966 tons for 118773 households. Gas and LPG supply covered 99% households of Qingpu. Sewage Disposal: Qingpu District has 9 sewage plants in total, namely the first sewage plant of Qingpu, the second sewage plant of Qingpu, Liantang, Xujing, Zhujiajiao, Da Guanyuan and Zhaotun. The designed treatment capacity is 130 thousand tons per day, and the real treatment capacity is 63 thousand tons per day. In 2004, the district treated 22995 thousand tons of sewage. Telecommunication: By the end of 2004, the total installed capacity of telephones had reached 233.7 thousand; and both local and remote public communication networks had realized stored-program controlling exchange and digitalized transmission. Optical cables, SDH transmission equipment and wavelength division multiplexing had been widely used in transmission medium. The number of fixed-line subscribers had reached 202.041 thousand with residential telephones penetration rate of 136.9% and a main line penetration rate of 40.61% (per 100 persons). N—ISDM and local internet had been opened in all the counties in the district. And the length of optical cables reached 797 kilometers spreading all over the counties and administrative villages of the district, FTTB (Fibber to the Building), FTTC (Fiber to the Curb), FTTZ (Fiber to the Zone), FTTR (Fiber to the Remote), and with a penetration rate reaching 100%. The broadband access for metropolitan area networks established in 2000 had covered 3 ATM core switching points and 132 edge points. The capacity of core switching points reached 30G interconnected with 622Mbps, and edge points were connected to core points with 155 Mbps. ADSL and FTTx were widely used in high-speed data transmission, VDO, local area network, remote education and etc because of their promptness, convenience and economy. l Preferential Policies Foreign-invested enterprises (equity joint venture, cooperative joint venture, foreign wholly-owned enterprise), 1. For newly established foreign-funded production enterprises with an operational period of more than 10 years, from the first profit-making year, they are exempt from corporate income tax in the first two yeas, and exempt from 50% of corporate income tax in following three years. The corporate income tax rate accords with related regulations issued by national and city governments. 2. For Foreign investors who invest profit in the same enterprise to increase registered capital of the enterprise or to establish other foreign-funded enterprises with an operational period of more than 5 years, 40% of their paid corporate income tax in terms of the invested part can be refunded after the application of investors and the approval of tax administrations. For foreign investors who directly invest in Mainland China to establish or expand export-oriented enterprises or advanced technology enterprises, the paid corporate income tax can be refunded in terms of the invested part pursuant to related regulations. 3. For foreign-funded enterprises that are confirmed as “export-oriented enterprise” or “advanced technology enterprise”, after being approved qualified, they are entitled to following preferential polices: (1) After the expiration of the above-mentioned tax holiday, export-oriented enterprises, whose output value of exported products accounts for more than 70% of the total output value of the same year are entitled to 50% of corporate income tax according to the current tax rate. (2) After the expiration of the above-mentioned tax holiday, those enterprises with advanced technology can be entitled to 50% of the corporate income tax for additional three years. (3) “Enterprises of two categories” that obtain the land use right through requisition or transfer can be entitled to the reduction or exemption from land use fee according to the land grade. (4) All export-oriented enterprises whose output value of exported products accounts for more than 70% of the total output value of the same year are exempt from local corporate income tax. 4. Foreign investors that remit abroad the profits obtained from foreign-funded enterprises are exempt from the withholding income tax 5. Sino-foreign equity joint ventures, which undertake port and quay construction with the operational period of more than 50 years, are exempt from corporate income tax for the first profit-making five years, and are exempt from 50% of corporate income tax for the next five years after the application of the enterprise and the approval by tax administrations of provinces, autonomous regions and municipalities directly under the Central Government where enterprises are located. 6. Enterprises, which invest in plant production, livestock breeding and fishery, as well as sell self-produced products, are exempt from value-added tax. 7. Imported equipments for foreign-funded objects that confirmed as encouragement category are exempt from custom duty and value-added tax. Enterprises, which purchase homemade equipments, can be refunded value-added tax, and credit the corporate income tax for 40% of the purchase amount of the homemade equipments. 8. Foreign-funded enterprises which are confirmed as encouragement category or limitation category, exported-oriented enterprises, advanced technology enterprises, and foreign-funded R&D institutes are exempt from import duty and value-added tax if they import equipments, spare parts and fittings for technological transformation with their own funds. 9. Further encourage foreign-funded enterprises to export for earning foreign currency. Carry out the policy of tax reimbursement for export. Science and Technology Enterprises 1. For confirmed projects with Hi-tech fruits, within three years after the date of confirmation, the government will return the land use fee and land leasing fee for the land that projects occupied; service fee and registration fee of property rights for purchasing production and operation houses will be exempt; and part of property deeds can be refunded as a subsidy provided by the government; capacity-expanding fee for water resource and gas as well as additional fee for electric power that occurred during the construction can be exempt. Within three years after the date of confirmation, the paid sales tax, corporate income tax and value-added tax for local revenue will be under the support of ministry of finance with offering special fund. 2. Hi-tech fruits can be invested as intangible assets. The proportion of such hi-tech fruits in the registered capital may be up to 35%, unless otherwise agreed by the investing parties. 3. The government preferentially lists the confirmed projects with hi-tech fruits in the project plan for technological transformation, and offers support for capital investment and loan discount interest. 4. The confirmed enterprises with software production are exempt from corporate income tax in the first profit-making two years, and are exempt from 50% of cooperate income tax in following three years. 5. Key enterprises with software production in the national layout are entitled to the corporate income tax rate of 10% if they miss the tax holiday in the current year. 6. For enterprises that invest technological transformation projects established in China in accordance with national industrial policies, 40% of the needed homemade equipments for the project can be credited from the added corporate income tax over the last year in the year of equipments purchased. 7. Private welfare enterprises: enterprises, in which persons of four types of deformity account for 50% of the production people, are entitled to the policy of “simultaneous collection and refund” for VAT; enterprises, in which persons of four types of deformity account for more than 35% of the production people, are exempt from corporate income tax; enterprises, in which persons of four types of deformity account for 10%-35% of the production people, are exempt from half of the corporate income tax. 7. The above-mentioned No.1-6 items on tax allowance policies are not applicable to real estate, securities, credit cooperatives, ballrooms, restaurants with Kara OK or KTV service, games rooms and individual contracting enterprises. 8.
