Baoshan District

l          Overview of Baoshan District

Baoshan District of Shanghai, located in the intersection of the Yangtze River and the Huangpu River, is an alluvial plain silted by mud and sand carried by the Yangtze River. The district has had a history of more than 1,500 years since its land came into being. It faces the Yangtze River in the northeast and the Huangpu River in the east, neighbors Yangpu, Hongkou, Zhabei and Putuo districts in the south and borders Jiading District in the west. In the northwest corner of the district, it neighbors Taicang, a city of Jiangsu province. The Zaobang River that traverses the district divides the district into the southern part and the northern part. Wosong Bridge, Chuanlu Bridge, Jiangyanglu Bridge and Tangqiao Bridge cross the river. The district covers an area of 300 square kilometers, of which an area of 100 square meters belongs to the downtown of Shanghai. There are more than 1.2 million permanent residents in the district, with a population density of over 4,000 persons/square kilometer, ranking first among suburbs of Shanghai. The district has 5 street-level administrative regions and 9 towns. It takes the lead in harmonious development of urban and village in Shanghai.        

 

l          Geographic Advantage

―Geographic advantage. Baoshan district is the north portal of Shanghai, situated at the joint of the Huangpu River and the Yangtze River. It acts as a northern channel linking Shanghai with the Yangtze River Delta. The district is also the only district of shanghai that neighbors the Yangtze River and stands at the mouth of the Huangpu River. The geographic position renders it a comprehensive development advantage of both urban districts and suburbs. 

―Resources advantage. Baoshan district boasts of abundant resources. It possesses excellent resources along banks of ports, and inland river networks. All makes it the “water portal” of Shanghai, and key energy and water resources base of the city.

―Transportation advantage. Baoshan district has perfect infrastructure for water and land transportation. It is one of portals and links of Shanghai that connect the city with the Yangtze River and East China Sea. With perfect water, bus and railway transportation systems, plus being geographically close to Pudong International Airport, Baoshan is the sole district of the city having the access to multiple means of transportation.

―Industrial advantage. Refined steel manufacturing and port logistics are well developed in the district. Baoshan is Shanghai’s steel industrial base, and an important part of Shanghai International Shipping Center. Its port has set up marine routes linking over 400 ports of 164 countries. It handles 34% of container throughput of Shanghai. In the meanwhile, modern residence and service sectors has dispersed to the district from the downtown of Shanghai.

Cultural advantage. Baoshan has accumulated abundant historical and cultural advantages since the “Baoshan” inscription by Emperor Yongle and the start of business relations with foreigners in Wusongkou 100 years ago. The district is both the cradle where Shanghai started business relations with foreigners 100 years ago and the place where university clustered in early period in China.

 

               

l          Industry Development

Adhere to the policy of “industrial sector, service sector and agricultural sector (in the order of priority)”, rely on technical innovation, push industrial structural improvement and upgrade in an all-round way, highlight industry clusters of refined steel, ship making and shipping, develop industry clusters related to real estates and modern producer services and promising industry clusters concerning leisure and vacation, intensify education, research and development functions and foster the district into a base of education, research and development in northwestern part of Shanghai.

Based on the whole industry layout of Shanghai municipality, to bring into play the district’s geographical advantage and current basis, Baoshan’s industry layout can be divided into four areas according to geographical closeness and industrial correlation.

To the south of outer ring of Shanghai, i.e. part of Baoshan within Shanghai downtown. The area highlights modern service sectors, university research industrial parks, port logistics and services related to real estates. Relocate existing pollution-producing industries to northern industrial regions or transform them into urban-compatible industries.

Between the outer ring and the suburb ring, i.e. the area of Baoshan New City. Focus on modern services and logistics, especially trade, business services, real estate, culture, education and sports.

The area to the north of the suburb ring. Center on Baoshan industrial Park and Baoshan Iron and Steel Group, and develop it into a key national base of refined steel and extensive products.

 

l          District-level industrial parks

Gucun Industrial Park

Gucun Industrial Park was established in 1994 as a district-level industrial park upon approval by Baoshan District Government. The park is situated in the northeast part of Gucun town, bordering Yangxing town in the east, neighboring Baoan road in the south and Panjing road in the west, and facing the Meipu River in the north. The park covers an area of 3.63 square kilometers (equivalent to 5,445 mu). Under uniform planning, the industrial park will improve infrastructure by steps. The park has completed the following facilities such as the supply of water, electricity power, and gas, access to broadband network and communication, sewage and rain treatment, and road. It is 17 kilometers from Hongqiao International airport and about 45 kilometers from Pudong International Airport. The district is about 6 kilometer from 9th, 10th and 14th area of Shanghai Port. More than 128 enterprises have settled in the park, with annual output exceeding RMB10 billion. The park has played an important role in the economy of Gucun town.

Famous enterprises that have settled in the park include Shanghai Sigma Nonferrous Metal Co., Ltd, Shanghai Xinglong Nonweaving Materials Industrial Park Co., Ltd, Shanghai Aviation Industrial (Group) Co., Ltd, Shanghai East Pump (Group) Co., Ltd, Gucun Suburb Industrial Park, the first group of suburb industrial parks in Shanghai.    

The park’s industrial guide to investment are as follows: the nonferrous metal industry; industries of new construction materials, special materials and medical-used meters; storage and transportation industries; knitting, clothing, leather and relevant industries; automobile accessories, electronics, meter-used computers and supporting industries; hardware and electromechanical industries; machinery manufacturing and mold processing; the pharmaceutical industry.     

Luodian Industrial Park

Luodian Industrial Park is situated in the eastern part of Luodian town, which is one of towns in Shanghai’s plan of “one city and nine towns”. The park covers an area of 2.71 square kilometers.  Luodian town stands at the mouth of the Yangtze River in the east, connects Jiading in the west and neighbours Taicang of Jiangsu province in the north, renowned for a golden belt of “Taijiabao” in north part of Shanghai. The town has a history of more than 700 years, with a reputation of “Golden Luodian”. The park is 32 kilometers from Shanghai Hongqiao International Airport (30-minute drive via the outer ring) and 45 kilometers from Shanghai Pudong International Airport (40-minute drive via the outer ring). It is 10 kilometers from Baoshan Port, 12 kilometers from Wusong Port, 16 kilometers from Shanghai Northern Suburb Freight Station, and 21 kilometer from Shanghai Railway Station. The park is 8 kilometer and 3 kilometer from A20 and A39 highway respectively, and 12 kilometer and 15 kilometer from entrances of Shanghai-Nanjing expressway and Shanghai-Hangzhou expressway respectively. Unique portal position and convenient geographic advantage renders the park huge investment value.

Focusing on technology-oriented, environmental-friendly and large-scale investment, the park make efforts to build a complete-function modern industrial park with first-class facilities. So far several pillar industries have formed in the park such as processing of steel products, biomedicine, automobile accessories, electronics and electricity and machinery manufacturing. The park has completed the following facilities such as the supply of water, electricity power, and gas, access to broadband network and communication, sewage and rain treatment, and road. The length of the road inside the park totals 20 kilometers. There are two 35,000V transformer substations and two 10,000V switching stations in the park. A gas offtake station is capable of satisfying the demand of industries and 80,000-100,000 people. The park also possesses tap water networks with daily capacity of 40,000 tones and sewage pipelines that can discharge 35,000 tons everyday.

Luodian Industrial Park is entitled to preferential policies for city-level industrial parks. Foreign-invested enterprises engaged in production can enjoy an enterprise income tax rate of 24%, a local income tax rate of 3% and a value-added tax rate of 17%. Foreign-invested enterprises registered in the park are entitled to preferential taxation policies granted by the state. The government of Luodian town will give favorable policies to investment projects in line with the district’s industry guide to investment, and provide investors with quality services. Investors can also enjoy advantages like materials procurement, energy supply and goods transportation.  

Luodian new town where the park is situated is not only one of the key areas according to Shanghai’s city development strategy, i.e. one city and nine towns, but also the core area where Baoshan district will develop the real estate industry and high-tech and high value-added industries. Especially with the completion of five major projects, i.e. the Meilan Lake, Meilan Lake International Meeting Centre, North Europe Street, Nobel Technology Park and Meilan Lake Golf Centre, a civilized new town will stand in the northern part of Shanghai in the 21st century. The town features by harmonious development of economy, society and ecology, boasting rational function layout, distinct characteristic views, beautiful natural environment, rich cultural contents, sound IT application and north Europe flavor. For these reasons, Luodian new town has been selected as one of Chinese Famous Towns.                    

Shanghai Yuepu Industrial Park

Shanghai Yuepu Industrial Park is situated in the north part of Baoshan District, closely neighboring Baoshan Iron and Steel Group, China’s largest steel manufacturers. The park covers an area of 467.36 hectares according to the planning by competent authorities. The park is 32 kilometers from Shanghai Hongqiao International Airport (22-minute drive via the outer ring) and 47 kilometers from Shanghai Pudong International Airport (35-minute drive via the outer ring), enjoying convenient water and land transportation. It is adjacent to Shanghai-Taicang highway, Yueluo Street and Yunchuan Street, and five kilometers from the outer ring of Shanghai, which connects the park with Shanghai-Nanjing expressway, Shanghai-Jiading expressway and Shanghai-Hangzhou expressway. Public transportation lines like Songluo, Songjia, Songsheng, Pengjiang, Pengjing go by the southern or northern part of Yuepu Industrial Park. The park is 5.5 kilometers from Luojing bulk cargo wharf, 7 kilometers from the 14th port area of Shanghai and 10 kilometers from Wusong wharf. It is adjacent to the Panjing River via which cargo ships with capacity of 300 tons can be directly bound for Wusong port. The park is 10 kilometers from Shanghai High-speed Passenger Transport Center and 5.5 kilometers from Shenchong Ferry. It is 18 kilometers from Shanghai Railway Station, 16 kilometers from Shanghai West Station, 13 kilometers from Taopu Marshalling Yard and 16 kilometers from Shanghai Freight Northern Suburb Station. The park is 2 kilometers from Fujing Road Station of a light rail on Jiangyang North Street, and 2 kilometers from the terminal of extension of No.1 metro line.  

Since its establishment, Yuepu Industrial Park has formed clusters of extension industries of steel metallurgy, paper-making, computer peripheral products, logistics, medicine and chemical, environment protection and electromechanical manufacturing industries. Investors from the US, Germany, Japan, Singapore, South Korea, Taiwan and Hong Kong have swarmed into the park. Environment protection industries and industries with strict requirement on pollution discharge dominate its northern part while the southern part is positioned as a base of extension industries of steel metallurgy and the industry of metal materials, guided by the development strategy of “focus on one leading industry and develop other industries” .
