Chinese government firmly keeps the promise of entering WTO and against the behaviors of infringing intellectual property rights, some problems of problems of protection of intellectual property rights are taken into consideration and be solved, the execution of Law of Intellectual Property Rights is effective. In 2004, State Department built National Protection of Intellectual Property Rights Workgroup which appointed Wu Yi, vice prime minister, as the leader of the workgroup. The action of protection of intellectual property rights last one year in the whole country. Shanghai government also took it seriously, according to the requirements of the action, making a general plan against the behaviors of infringing intellectual property rights. Industry and Commerce Office, Copy-right Office, cultural and city supervising organs and other organs punished against the illegal behaviors of intellectual property rights for many times, to standardize the order of market, and protect the intellectual property rights.

In Sept. 2004, “Shanghai Strategy Program of Intellectual Property Rights (2004-2010)”announced by Shanghai Municipal Government, to confirm the development object and strategy measures of the work of intellectual property rights in Shanghai. Nowadays, Shanghai Municipal Government is making the promotion plan of the Program to ensure its indeed carry-out at the levels of related government departments, industry associations, and enterprises.
