1．Simplified Examination and Approval Procedures

As stipulated in Proposals Regarding Approving and Serving Shanghai’s Foreign Investment Projects issued by the Shanghai Municipal Government, the project proposal, feasibility report, contract, and corporate constitution compliance examinations have been combined into a single examination process, shortening the approval period. 

2. Projects Still Covered by Original Examination and Approval Procedures

Under the follwing three conditions, the original examination and approval procedures must be used (see the diagram below).

1. Projects reporting to the State Council 

2. Infrastructure projects

3. Projects covered by other national regulations
